Well, my results suggest that no, they're not, as in my experience AWS servers have routers in front of them that respond to traceroute with their own names, identifiable as part of AWS. But it's not clear who hosts locals.com. However SOMEONE has a serious computational effort going on as they have FOUR fixed ("static") IP addresses, all in completely different parts of the net.
